A functional orphan, Hallman was born and raised in the Philadelphia neighborhood of Kensington, Philadelphia. Hallman began composing at the age of 12. He graduated from the Cleveland Institute of Music, where he studied with Margaret Brouwer. He continued his studies with masterclasses by George Crumb. Christopher Rouse, John Corigliano, Steven Mackey, John Harbison and others.
